Need help with crazy AFR issue with dead spot

Yeah, That's what I have been doing Antus. Adjusting my injector multiplier table based on Wideband Correction afr histogram. It does work but seen as My ecu is always commanding afr of 14.6 and not changing with my afr settings in open loop, all the corrections and adjustments to my inj multiplier table will only achieve afr's of 14.6 throughout the whole table which is no good in the high end of the fuel table and PE.

I used the spreadsheet too which is great at getting in close but it will only give results/changes to achieve afr of 14.7 I have read and been told to turn off closed loop by setting the BLM temps to max. This has stopped LTFT's but STFT still works as it's meant too.
I just don't know why the ecu is always commanding 14.6 no matter how hard i drive it until i hit PE.

This is the only settings for Closed Loop. And from what I understand, is what you change to turn off Closed Loop.
