Yea PCM flash is from Russia. https://ecutools.eu/chip-tuning/pcmflash/ When you order one, they ship guardant dongle that is the key and then you have to buy the "module" for whatever you are working with. In this case the eec v module is module 29. Decipha at http://www.efidynotuning.com...

US user here. I use cell (verizon) and wired networks (att and others) and haven't noticed any issues on my end. I read from this site almost every day.
Have you tried retyping the address and not using what your browser saved? I have had that cause me issues in the past with other sites.

I know this is about a year old but I am gonna answer so in case anyone else is searching for this answer. There are many ways to go about this on an EECV, but the way I do this is I use a Ford VCM 3 as the interface and use PCM flash with module 29. If you want live tuning options rather than flash...
