Hi Clifford,
If you suspect that the RW wire link is missing, check the underside of the '808 ECU. It should be quite evident.
If that's not the issue with the communications, bear in mind that this can only work if the 12P firmware has been preloaded into the NVRAM.

Well made an adapter according to this website wiring of plcc to ostrich. Have tested each pin from ostrich straight through to the adapter but ostrich will not work, upload bin, set to bank 8 but pcm wont fire up, put a eeprom in the socket and pcm fires up straight away. Well, the white label on the PCM looks original, so I'd say what we have here is the marrying of a memcal-less '424 PCM, originally V8 CKUP, with a V6 memcal which has been reprogrammed with the CKUP firmware.

FWIW, the most common brand of connectors used in Commodores seems to have been (AFAICT) Yazaki, then AMP/Tyco as a distant second, then a sprinkling of others such as Sumitomo, Delphi/Aptiv, etc.

I really doubt there is a problem with the rotor. I used to always carry spare regulators due to the failure rate. They usually stop charging and the red light starts coming on but yours is another problen with it continuing to provide current to the rotor with the ign off. I had that once on my ow...
