Meaning of "Distributor Reference Angle"

On my 5L VP the KREFANGL is set at 60.12 degrees. Is that telling the ECU that the Hall effect sensor in the distributor is sending it's signal to the ECU when the crank gets to 60 deg BTDC? If that is so, if the ECU is unplugged from the ignition module, at what degrees BTDC does the spark then fire?
