i have to do this with my supplies, i give up random chips in each batch to do a 1000cycle script test on them and make sure there upto the task. They 28pin chips are getting harder to find in old stock.

They did not come from Ebay , but from a local supplier and are supposed to be from Moates.
The supplier is going to sort it out , however much time has been lost in tacking the issue down.
Thanks to everyone for input to help track this down.

Yeah, for current IC production you'd have to use the PLCC32 version (GLS27SF512-70-3C-NHE) with something like the following adaptor (beware, pins may be too thick, in which case you'd have to replace them) : http://www.ebay.com.au/itm/281672748217
