Just setting his locale as something non uk/australian will break a lot of apps that don't consider locale.
The good old , vs . messes people up all the time. Also expecting a specific date time locale breaks a lot of programs eg US vs UK date format. Luckily .NET has many great ways to deal with this, you just need to be aware of it when designing the program.

I never said change the locale on an existing system. That would be a very bad thing.

Rolls, the poor bloke has tried multiple versions of Windows on multiple PCs and is consistently producing the same error on each, yet the blokes testing the software and attempting to reproduce the same error have had no luck whatsoever on multiple versions of Windows on multiple PCs. I'm simply suggesting that if his installation is configured Polish, then maybe the problem lies in the initial setup phase of the OS. We've pretty much tried everything else.
It's not rocket science. It's just a simple process of elimination. Once tested, it will either prove to be the problem, or not. At least then we'll know.

Why not just change it quickly to Australian on one of the systems and try then? Won't take more than 5 minutes to test and doesn't require a fresh reinstall.

Its not locale but it might be something related still. Still no other reports from other regions though. Location is set to poland in the other tabs too. Needed to reboot to set language for non-unicode to polish, but did that before re-testing and taking the screenie.
Maybe.... it is something to do with conversion between strings and bytes, but even so none of that happens before you read the vin. Maybe system font?

Not to be argumentative but that would infer a configuration problem which it could well be and I hadn't considered it that way. My way of thinking is it's an installation problem, meaning something different occurs during OS installation.
I know, this all sounds like grasping at straws, but we've already considered everything in the box and maybe it's time to look outside of it.

Before we get ahead of ourselves, I think we need to wait for dzidaV8 to reply to my initial post today, specifically, how his Windows OS is configured during installation.

There is a fix documented for this CLR error:
Not terribly helpful but im still going to call this a .net problem and suggest uninstall of all old versions and a new install of the latest. With or without locale set to something else (might have an effect? unlikely on the latest versions though).I have resolved the problem.
We have uninstalled all Microsoft .NET frameworks libraries that were present (2.0 SP2, 3.0 and 3.5) and we have re-installed .net framework 3.5
