Agree jayme about the 13.8 too. No car is flashed with the engine running so b+ voltage with engine not running. though dimented24x7 did say he had seen flash fail with voltage under 12 as the intel flash chip is particular about 12v. I recon you might see failure at about 11.8. The flash bootloaders can and do check voltage before starting the erase process for safety.

I think 13.8v is used/recommended as they are...
1) cheap due to being commonly used in the CB world.
2) if a flash fail may occur below 12V then a 12V supply should not really be used. Allowing for some voltage drop in cables will put the PCM voltage a bit below supply voltage. If you have a number of modules connected drawing a couple of amps voltage drop should be a consideration.

Could try an XBox powersupply, I've been using one for my electrolysis rust removal tank.
