works for me on win10, perhaps you might need a newer .net version. try installing .net4 perhaps.

Ve series 1 bin file odometer editor
Use at own risk!
No file checking will write to any file selected
Creates a back up but overwrites it on the next write
Sorry if not allowed

Ive worked out how it Calculates the km
But cant see the pattern for the checksum except the High byte low byte xor FF
