Looks okay to me.
Whether a 12 volt relay would pull in reliably under all conditions at 9 volts may be a concern though.

I've used less than 9v before on 12v relays with no problems. I can get one and test it on my variable power supply and see what the minimum is to switch it.

Alternatively, you reckon the relay coil and protection diode could be wired before the regulator without any issues?

Good suggestion!
Take the diode off the relay coil and put a zener across C-E of the transistor as well.

Bosch 0 332 019 150 12v 30a relay n/o switches closed at 3.5 v and back open at 2.7 v (tested 4 of them )

I just tested a micro relay 12v one from jaycar with a flat 9v battery and works just fine. Very strong click I might add.
