For the record you can use a stock VS 3 memcal with VATS enabled seeing as its in a VS - assuming you have the key head, BCM etc?
With the fan on all the time it sounds like currently a VT bin as it cannot see the VT BCM on the data bus - the VS BCM operates differently in this regard.
On a VS 3 the CEL is on pin F5. On a VT this is the trigger for the starter relay after VATS passes. So would be correct the CEL is on all the time if it is a VT VATS disabled bin.
You can use the flashtool (https://pcmhacking.net/forums/viewt ... p?f=3&t=82) to read the bin and then memcal ID (https://pcmhacking.net/forums/viewt ... ?f=3&t=905) to check what it is.

I purchased an ecu off eBay last week and it arrived yesterday. Opened it up and it happened to have a VS memcal in it despite being advertised as a vt!
Fitted it this morning and everything works as it should! CEL works and flashes when pins 5/6 are bridged.
