ive had issues in the past with some 27sf512 chips that would not burn in my moates chip burner (my chips were from jaycar and worked well but then I had a batch from jaycar that didn't work in the moates but work fine in he gq4x), do a chip erase and then read the chip if it is not blank (all FFF's) then the chips you have got aren't compatible with the burn 2, try them in a gq4x and they will probably work

Also depends where you got the chips from. Lots of flat out forgeries where none of them write properly in batches on ebay. Its hard to get real and working ones now.
