VR Manual used the same ecu as v6 VN/VP/N13, just the memcal is different. Shouldn't be too hard to find the ECU itself. As for the memcal there's a bloke on fb marketplace in sydney trying to sell a few dozen memcals and ecus as a 'tuning package' for 5k... Might be able to grab just the memcal from him for a more reasonable price?

VR is different, it has the SXR chip and ALDL. You can run an 808 witha VR manual memcal, but you need to turn off security. If you put a stock VR chip in an 808, and put that in a VR it'll fail VATS and wont start. Clear VATS and it'll work fine.
