If I could remember where, Its wayyyy different from win95 to win 7 which were basically the same for all that time.
Its now hidden under some bs security/setting page if I recall? Took me over an hour to find on win10 and other month to work out how to work around the forced driver signature as its not really documented on the net and there was also bios chances and registry edits to turn the damn thing off in win10 that were almost impossible to find documentation on.

Apparently you can do this. Don't know why they made win10 gui like a phone, no logical sense and completely non intuitive.

I had already been into device manger, it said the comm port was working correctly

It sounds to me like other software on your laptop is opening and locking the com port. This sometimes happens with business VPNs (Cisco) or stuff like that. If it is someone elses software that is at fault there wont be much we can do. I have seen this once or twice before, although it is uncommon. Do you have a different computer you can try?

When you say 'off this site' what do you mean? Was it from another user? Are you sure its genuine and in working condition? I cant find record of it.
