$89 is an American OS for the 1227730 and 1227727 PCMs. I have a copy of APTW tagged against that PCM. So I would think its got something to do with an import.
According to http://www.tunercat.com/tnr_desc/ecm_sup.html $89 = "90 - 92 Buick/Pontiac/Olds W-Body LR8, 2.5L "
