Other than checking the plugins in TP and settings, I don't know what else to suggest on the laptop side other than physically bad USB ports (common on HP laptops new out of the box which gets worse with use).

Not with a multimeter. You can do it with a scope. But I think you are going down the wrong path.
If the basic checks are failing, most likely you've uploaded some data that is incompatible to the NVRAM (or shorted it out briefly or similar) and the operating system isnt running anymore, and thats why its not responding. If this is the case, you need an eeprom programmer, and you need to carefully pull the chip out the nvram carrier and re-write one of the stacked bins from the original zip file so that the contents can run the ECM again, and then it will start communicating again. There is no way to recover over ALDL if the operating system is not in a state where it can run the computer to provide ALDL anymore.
Essentially if you have power, and you can see the transmit light and nothing is coming back, and/or if the MAP light is going out the moment you key off instead of staying on for 2-4 seconds, and if you cant see any physical problem with the connections between comms and the ECM then this the case.

I have a spare nvram here. Put that in and wouldn't connect to that one either.

Have you been able to confirm one way or the other if the nvram is running on the car? Have you tried the key off and watch the map_sw light to see if it goes straight out or not? This will tell you if you are looking at a problem with the program on the nvram, or the comms.

No I haven't. Light stays on for 2 seconds after switching off.

ok then. your nvram is right, you problem is between the ecm and the comms board like you suspected. Check the connections, if they look good by eye then even though its not common, its likely the transmit data line in ecm is dead. Even if you had some kind of computer problem you would see the RX light flash after the TX light when you hit detect hardware. The signal is going missing between the transmit side of the comms board, the cpu receive, the cpu transmit and the comms receive which triggers the RX light.
