I did a search on my hdd for similar DBW calibrations that are HSV & standard GM Holden.... you can try comparing these & see what changes were made like Antus mentioned.

The pedal response is a lot slower in 5th and 6th gear. The calibration slows the response down.

There is no place in the Gen3 calibration that changes how pedal vs throttle reacts vs gear. It is more than likely something else in the tuning that is affecting the "feel" of the car. Throttle cracker and follower can drastically change how a car feels at various speeds and RPM's.
The Gen3 system is very simple (unlike gen4 and gen5) in that it has a simple pedal vs throttle table it uses. The only alteration from that would be from tq limiting which can pull throttle out of the desired throttle position.
