This is some what grasping at straws, have you checked that the outer ring on the Harmonic Balancer hasn't spun.
When at TDC the Key way on the Harmonic Balancer should be vertical/12 o'clock.

im sure he said the spark was firing at 10 degrees with the ecu disconnected from the ignition module, this says to me there is no issue with timing at least in module mode.
if it was me i would get a bog stick bin file, change the spark refence angle and also change the injector rate, maybe too change the map sensor for your 1/2/3 bar ? ... burn that to a memcal and see if it works any better, this will rule out the RT chip and any other mods done to the tune, it might not run perfectly but it should be close enough to see if its barking up the right tree or not.

i just had a look through your tune and theres a few things that look odd .... im assuming your running on MAP A settings, but if for some reason its on MAP B then theres some fucked up settings:
for starters the map sensor is not even configured right for it - both section A & B are ticked which is not a valid setting.
map b also has closed throttle VE set although the settings do look reasonable so it probably would work (if the map sensor setting was correct)
for reference, pin B9 is the map switch function and grounding it should activate map b ..... this can be easily seen when data logging it shows it.
i stand by my statement to try a fresh tune with just the absolute bar minimum to make it run changed.

Getting back to the harmonic balancer it may well be an issue because he is using a dissy and I would assume a timing light to set the base 10 degrees so if the pully has slipped (easy to check) it may well be the problem. With 202's comment I only looked over Map A settings and they look OK if he's using a 3 bar map sensor. I have never worked with Map B switching.

The piston is at Top of the bore when the pointer is at zero so probably not. I will try and check but the electric fans are in the way.

thanks had no idea and yes starting basically from scratch might be the go. I would be looking at the tune if there are flags set all out of wack
