No. Leave the closed loop fuel ratio scalar at 14.76, that is for closed loop function and not something you really want to play with.
It looks to me like the VT PE tables are based of 12.8 so it's a good start (unlike the VS I used to play with).

Not entirely sure but if it's doing something weird leave the table stock. Without been able to datalog you can't be sure what effect those changes are having and I'd hate for you to do damage to the motor.
