I haven't tried the lastest you just put up Tazzi but I had the same error message as chuff but mine was related to me setting up scantool to make sure my elm was working.
Changing the comm port number on scantool let me open SOE again...so anyone else make sure nothing else is using the same comm port.
Now my issue is SOE finds the elm device but seems force the elm to work on 115200 baud but it runs at 38400 on scantool.
Mine might be an early elm so the issue may be on my side.
I'll give your lastest one a try in a few minutes and report back.

But, you can disable as seen in the image below, untick "fast baud"
Also, from the console log, it looks like your ELM doesnt support the "Clear filters" function (which is: ATAR). So it sent back a "?".
What version number is your ELM? Any idea?
The ELM must support filter clearing since I utilize it heaps in the application!

I just tried the latest version and no go on my side.
I did uncheck the "enable fastest" and no luck with either versions.
Not sure what version my elm is...how can I tell?
I opened it up and its version 2.0
Out of curiosity will I require a version of Microsoft.net framework and if yes which version as I just remembered that I had to do a clean install of win7 a couple of weeks ago.

I'll have a look, might be able to find the developer documentation for the ELM 2.0, that might shed some light on the clear filter issue.
And yeah the application is using Microsoft.net 4.0 framework. Your windows 7 should automatically have that installed from memory.. pretty sure everything up from win7 has 4.0 preinstalled.

Mine is a china job that came with scantool software.
I also have a Bluetooth one as well which I haven't tried yet as I haven't added the device to my lap top but i'll give that a go too.
I have installed the FTDI drivers as well.

That first image... wow.. that looks ancient haha. I highly doubt.. even with any firmware updates, that device wont work with SOE unfortunately.
As much as I reaaaaaalllly disagree with the bluetooth devices. It should work, just make sure to have the "Fast baud" checkbox unticked
Not doing that can cause the ELM to go haywire and cause weird annoying issues to the car (But nothing unhooking the battery doesnt fix)
