Ford EEC tuning problem with rev limit

Helping a friend with his race car and he's having problems not being able to increase the rev limiter.
12WD bin and NGIC9_v7(3).xdf from Ti performance -
https://www.tiperformance.com.au/library/tuning-files/ as it's an AU VCT engine and PCM.
The limiter is stuck on 5800, as you can see below its been set to 6500 with no change. (admittedly the RPM is being guaged by a cockpit tacho not a datalog

)
Speaking of which, anyone know how to get logging working on this platform?

Sorry, I should have mentioned that the code is being applied to the PCM via a J3 chip.

It has an asterisk on 1 of the Drive RPM limits & notes saying it doesn't work, so maybe that isn't a great file to use, could try another another definition just to double check?
I used to call & speak to one of the Jason's about there stuff but it's been over 10 years & doubt he'd remember me if I called him to ask about it, is there anything mentioned on the forum over there about that issue?

Just heard back from the main guy at T.I.Performance & he said the definitions you're using are all tested & working, if it has no speed signal it will get stuck at 4,250RPM

After having a chat with Grant, I downloaded Forscan -
https://forscan.org/download.html, looks like that's what is needed to get data logging happening.
