Install issue:Screen Defender

They go by many names, P01, P59, VPW, '0411 etc. Also covering E38 and newer here.

Microsoft Defender SmartScreen prevented an unrecognized app from starting. Running this app might put your PC at risk.
More info

This dialog appears when attempting to start PCH ver.21 installed from zip using pchammer.exe and I've not been able to find a remedy in Defender. There is no permission button. Any suggestions?

Got it. Turned off "Check apps and screen", at loading dialog unchecked the box for asking at each load then allowed, went back and turned CA&S back on. PCH now loads without any issues.

Yep, there is nothing wrong with the app, but a lot of things now make you jump through hoops if its not a mainstream program that's been vetted. Unfortunate, but it is what it is. Thanks for posting the solution.
