More context? Something to do with the PCM, or u-link licensing? u-link is locked to the u-link hardware as the very first original revision of the usb bdm-nt was cloned and so they put that in to prevent further clones as they evolved the product. So it could be that. If so you need to request the activation key from the vendor.

If your using a mdi you can enable logging with the j2534 configurator and get the 1a request that shows this 9999988888.
Since it's right before programming date I wonder if that's the shop code or S/N.
98 request is shop code/SN and 99 request is programming date.

That's the ID of the last computer to program it. The shop code if it was done by a repair shop, or the ID of the workstation at the assembly plant if it hasn't been programmed since it came off the line.

So in that case, we could assume that PCSISTN#11 might stand for something like like PC SI Station 11, or other times it might change to something random if using aftermarket software that may have not set the value and could something random or temporarily in RAM that might end up being persisted. Just my thoughts.
