I'm fitting an L27, TH700 and VP ECU to a Triumph TR7
I need to feed the PPK signal directly into the ECU, as I'm not using the Dash/Speedo module,
and will have to Multiply the ECU PPK by 5.
Is the signal normally input to the Speedo the same format as the signal received by the ECU,
or is it changed when it is divided by the Dash/Speedo.

Yes just change the ppk to the same.as a vr manual tune .on vn vp it goes to the dash as square wave gets devided and goes to ecu as square wave
If Its Got Gas Or Ass Count Me In.if it cant be fixed with a hammer you have an electrical problem

I've downloaded BAAM0265.bin and $5D XDF.xdf, run Tuner Pro, selected the XDF and BIN,
but the Table Graph Icon and the View - Show Graph Option are both Greyed Out.
Is there something else that I have to load or initialize.

most people would swap to OSE 12P rather than editing the original 5D file. The 5D definition is much much older and not used much anymore. Im not familiar with what is and isnt in there, but keep 12P option in mind. If you are editing the original UV erase chip, you'll need to replace it with a larger one to fit 12P. Most would swap on a socket and electronic erase chip a programmer can utilise to make life easier than the long UV erase and need for UV erase hardware.

When the PPK Signal is received by the ECU, what is it used for.
Does it affect the gear changes, or is that governed solely by the TV Cable.

its used to put the ecu in to idle mode when you are below a certain speed, and related logic with the IAC. If you don't have it, you might get stalls when coming to a stop. You can work around that to a point by adjusting the throttle stop, but then you might also get high idle in some scenarios. If you want it to be as well behaved as factory, you want to keep the PPK signal.

Technically, it is used to take the ecu out of idle mode above a certain speed. If the ecu remains in idle mode when being driven above the transition speed due to no ppk signal , you may have stalling issues or high idle due to IAC control adaption which should not occur above the transition speed.
