Windows 11 quarantines this *.exe file as a virus when I try to download it. Is this 'normal' or is there another method for safe download?

Yeah, this is normal for the current release. The application isn’t digitally signed with a trusted certificate, so Windows 11/Defender will often flag or quarantine the .exe simply because it comes from an unknown/unsigned publisher.

The Hub is currently distributed as a standalone executable, and without a signing certificate Windows has no trusted publisher to verify it against. That can result in SmartScreen/Defender warnings even when there isn't an actual virus present.

For now, if you downloaded it directly from the official Trent’s Tuning Website, the quarantine is a result of the executable being unsigned rather than an indication that the file is intentionally malicious.

That one is often a false positive. It usually means the executable is protected to prevent reverse engineering, and that protection can be used to hide things but often (usually?) is not the case. I have no connection to this app, but I have seen this one on my own apps, falsely, as well. I think it's risk flagged now and it's up to you if you are prepared to run it, and it's up to the OP if they want to keep or remove their protection.
Have you read the FAQ? For lots of information and links to significant threads see here: http://pcmhacking.net/forums/viewtopic.php?f=7&t=1396

Correct, The assembly is obfuscated which will cause false positives like that!
