Yep that's the right chip.
But if you want to save yourself some cash, I'll sell you one for $10 inc postage.

As for tools, de-soldering braid or a solder-sucker will help - or just cut the legs off the original chip and de-solder them one at a time if you don't think you'll be able to extract the chip without damaging the PCB.
Solder an IC socket in it's place, so you can pop the chip in and out easilly while you're getting the hang of programming them.

I may take you up on that offer in a few weeks.

I use braid and sucker but I tend to only break one leg while levering up the chip as it is very difficult to get under or grip...

How do you grip it??

An IC extractor will help you pull it out straight (http://www.jaycar.com.au/productView.asp?ID=TH1818) - or superglue a small flat headed bolt/screw etc to the chip and you can grip the shank to pull it out squarely.

Or get a bunch of test clips (http://www.jaycar.com.au/productView.asp?ID=HM3036) and program the chip in place without having to unsolder it

I vaguely recall re-programming them in situ, but haven't played with this stuff for ages so can't remember exactly what I did or didn't do... but a couple of pages back, mark mentioned that he's done a few with the chip still in place so I guess that confirms it's possible.
Just watch out for voltage levels - the components connected to the IC may drag some of the lines a bit low so you might need an external power supply if your programmer supports one.

Just brought IC remover from jaycar aw well as 3M clip.

Will advise is it is possible to program on board in the next week..... Very excited if possible.....

vn,vp,vq,vr,vs - level 3....... i have done it many times with 100% pass every time, with a 3M clip........... no need to remove chip.

i myself am trying to understand programming vt level 3s, can read them but have not yet cracked the code.

i have the NEC programmer for vx dashes but not yet used it. will attemt it in next week, im assuming the software will work out the code for me ?

I got the programmer a few months ago off ebay, its the nec red box type, paid around $60 for it from memory, it connects to pc via serial cable, and runs a 14 pin output to the chip. needs 12 volt power supply, i downloaded software from sellers site. it all looks good but untested as yet. i will update after i have time and steady hands to do the soldering
