I'm playing around with a VR SS ready to pull the engine to use in another vehicle. I've set up VATS as follows:
The 'problem' is the car starts and runs fine with the original key but if we place tape over the keyfob's contact, it fails to start. I would have expected with VATS disabled and the tape, it would work as it would with the BCM removed and start/run?
Am I missing something here? Does the BCM send out a code or something that over-rides the disabled VATS?

The BCM controls the starter relay, the BCM won't fire the relay until it sees the matched key signal. The start signal to the starter relay would need bypassing to make it start.
VATS off only tells the PCM to ignore the 'ok to go' signal from the BCM.

Yup, 11P - Reading it back shows it's programmed OK.

vats off only tells the PCM to allow firing the injectors without waiting for the BCM security signal. As above if you wanted a push button type start then you'd need to bypass the the BCM starter motor circuit and wire in your own.
to test it bypass the starter relay, make up a jumper wire to go from the ignition feed straight to the starter solenoid wire that will tell you if its working or not ....
