do you have power at the board and does vista detect when you plug/unplug it, look in device manager see what com port its assigned.

Also check the nvram board isnt corrupted and is running - key the car to on and check the fuel pump clicks on, runs for a couple of seconds, then clicks off again. If not, reflash your whole nvram with a base tune in a programmer.

Have removed the nv-ram,just using the rs232 comms board & ose flash tool to try & get the bin from the original 2 bar chip that's fitted to car to program the nv-ram

the tx light is on when the comms board connected the ecm & the rx light flash's when trying to connect ose flash tool to the ecm. comm 1 is selected in device manager, bios menu & ose flash tool

Maybe try and connect to a $12P tune on the nvram first, and once that is working go back to that bin. Do you know what kind of bin it is? It may not have high speed comms code in it (eg if its is a 2 bar $5d).

can you connect with flashtool and do a getbin? using vr 808 12p with ignore echo checked in preferences? make sure the comport in flashtool preferences matches the comport assingned to the device in device manager.
edit: im no expert these are just steps ive done/been advised to do by the gurus when troubleshooting

No can't connect with flashtool either, Flash tool doesn't exactly show up in device manager. comm 1 looks to be available while comm 4 & 5 look to be assigned to a modem.. flashtool on comm 1, flash tool saying (error in executing tx frame-5. the port is closed)
