On an 808 running 12P, does pin C1 (Fan relay) switch positive or negative?
The PDF that comes with 12P says Bat+, but looking at the wiring diagrams it seems it should be switching to ground.

Yes correct the ground side of the fan relay coil connects to C1.
The B+ is in the "voltage at key on" column and you will see 12v present on the pin. The ecm will connect the pin to ground making the circuit to activate the relay when it wants to turn the fan on.
