Tunerpro bin stacking

I'm trying to put a VN bin on a 27c256 using the Tunerpro binstacker. I may have a misunderstanding with bits and bytes.
The way I see it is the VN bin is 16kb (bytes) or 128k bits. The 27c257 is 258k bits. So I need to stack it on top of it self once.
In the parameters for the bin stacker I selected 16KB as the bin size, 256KB as the chip size and 128KB as the block size. When I press the 'stack' button, it comes up "Could not create output file". Have I missed something else?
And if I finally get it working do I then just save the file using 'save as'. Which I assume would then be a 32k file.

ok forget about bits, the stacking tool is entirely in bytes.
you want to set 16k bin size 32k chip size 16k block size. hit the 3 dots to the right of the output file and name the output file, then choose the same bin for both input files and click stack, it should work.
