No it is not possible for the P59 PCM to emulate a P01 12212156 bin. You would still have to fit a RTLS1 daughter board to your the P01 PCM.
Moving a RTLS1 daughter board from a P59 to a P01 PCM is not practical. Sorry to have miss led you.

I know this sounds like a simple fix. But with all your playing around there is the possibility that the spark plugs may have become wet and shorting out your spark plugs.
Pull a few spark out and see what they look like.

jctn the boost OS bin file you first sent me was P59SWAP.BIN and looking at line D0010 in hex D0014 is 33 hex and D0015 is 00 which to me would be Version 3.0

I am not familiar with the Express van. If it is using a P59 PCM and a 12587603 bin then RTLS1 would be compatible with the Express van.
If you wanted to hold the engine on a particular RPM like bedding in a cam, the RTLS1 would be capable of doing this by adjusting the idle RPM cut-off speeds.

Still going with this problem.
Oxygen sensor voltage seems way too low.
Have you used any Silastic on this engine any where. Maybe the Oxygen sensors have become poisoned.
