For the money spent on that tool, I think you should get on to their support line about it and see what they have to say.

I only say that because your current settings have "police mode" disabled, so makes me wonder if the wrong configuration has been programmed to the cluster? Or if your looking up VX info on a VT cluster? Or vise versa?
So i even tried using the VT interface to see if it would work experienced the same issues.

Thats the main info I can get from that. Anything else requires alot more effort on your half to pull information out and check it such as fuel info ect.
To be honest, Im not sure why the scantool is displaying the rubbish that it is!

What really cracks me is that my mechanic did a another fuel pump in a VX S1 a week later and didn't have any issues what so ever...

Personally, I would be dumping the entire memory of the cluster and replacing with a bin from a different "working" cluster since we could take punts at it all day guessing which exact point/byte is causing the hassle.
Overall, yeah you will go better just grabbing another instrument cluster and getting that configured correctly. Maybe go on gumtree and look for anyone doing tech2 diagnostics? Have a couple in Perth doing them quite cheap actually so might be worth while using a factory scantool to configure the cluster.
I think anyone that looks into diagnosing any faults or wants to code a spare key or two, should definitely get a scantool, pays for its self after using just a few times!

what was the part number on the back of the cluster, I may have a clean dump to change it back to if you want to get to eeprom to change it!

Well I do have a couple of dumps of that part number with same serial but it's actually to suit mid year 2000 VT so not sure how it ended up in a VX & why it didn't have issues in the past!
But if it did work then if you can get a dump off the eeprom I will compare to what I have here & change back the bits that are different!

I think i've already downloaded the eeprom off the cluster with the flashtool. (i'm assuming this btw)
It's at home on my laptop, will check tonight.

I Don't think you would have been able to download the cluster from flashtool, it would have needed a seed/key & then a special program to get full dump in 1 hit!
